About Us
Why C2 Contractors?
Many consultants in the marketplace advertise their expertise in helping governmental bodies, corporations, and other entities increase their Historically Underutilized Business (HUB) participation. However, it has been our experience that many of these consultants can document the need, but the ability to implement a program that is viable and sustainable (with measurable results) is sorely lacking.
So, you may ask, how does C2 Contractors differentiate itself? First, our company has spent 27 years becoming an expert in procurement regulations, the different procurement levels, and the procurement process at each level. Second, as a vendor seeking to do business with larger entities, we have experienced many of the challenges of securing opportunities to provide construction as well as goods and services to these entities firsthand and are, therefore, sympathetic to their plight. Third, C2 has partnered with several entities to assess, document, and develop/implement strategies to improve outcomes WITH MEASURED RESULTS!
Our experience has led to the development of our HUB participation improvement process called the HUB-IPP (Intentional Procurement Process) Program.
Services
The services offered in the HUB-IPP program directly support program goals to (1) meet or exceed aspirations HUB participation goals of the entity, (2) assist HUB-eligible vendors to become HUB certified based on standards set forth by Federal, State, and/or local jurisdictions, and (3) identify specific areas in the entity’s procurement process where even relatively small changes to the process can yield impressive results. We are successful at utilizing the procurement process itself to increase opportunities for HUB-certified vendors. Our aim is to show that many opportunities exist to reach the entity’s goals that are mutually beneficial for the entity AND vendors.
Bio
Cornelious Lamberth - Cornelious D. Lamberth, Jr. (“CC”) is a versatile and accomplished leader as well as a successful business owner. Mr. Lamberth is the owner and CEO of C2 Contractors, LLC (an unlimited licensed commercial General Contracting company) as well as a primary business partner in ICE Securities, LLC (a certified IP Surveillance Company) and a managing principal in the HICAPS-C2 Joint Venture, the largest minority-owned and General Contracting operations in the State of North Carolina.
Mr. Lamberth currently serves as Chairman of the Advisory Board for the School of Technology at NCA&T State University, Chairman of the Economic Development Committee for the Greensboro Branch NAACP, and is a member of the NCA&T State University Board of Visitors. Mr. Lamberth is a past recipient of the Distinguished Service and Achievement Award presented by the United Way of Greater Greensboro African American Leadership Group and the Outstanding Technologist award from the National Association of Industrial Technologists (NAIT), in addition to a host of other personal and professional recognitions.
Mr. Lamberth is a people-oriented, old-school entrepreneur with new-school business applications and excellent interpersonal communication skills. As an organized goal-setter, he has actively engaged in a self-developed educational and business advancement program, allowing him to study in the Tuck School of Business at Dartmouth College, New Hanover, New Hampshire where he completed the Tuck Executive Program. In 2006, he returned to the Tuck School of Business and completed the Mastering the Supply Chain course. He graduated from the Executive Management Development Program in the Anderson School of Management at the University of California at Los Angeles (UCLA). Mr. Lamberth also completed the DBE Executive Management Program at the Kenan-Flagler Business School at the University of North Carolina at Chapel Hill. He has also obtained a certification in Entrepreneurial Challenges from the Fuqua School of Business at Duke University.
Richard C. Fuqua - Richard C. Fuqua has more than 30 years of experience in many areas of business and community economic development, including project/program management, entrepreneurship, and project financing. He presently serves as the Director of Real Estate and Community Development with C2 Contractors, a 27-year old business that focuses on providing services in the area of general contracting, data communications installation, and HUB procurement consulting. He is also the owner of Office Pride Commercial Cleaning Services of High Point-Greensboro, which serves more than 60 customers throughout the Triad. Before owning Office Pride, he served as the Affordable Housing Manager for the City of High Point; Program Manager for the State’s Neighborhood Stabilization Program; Senior Director of Business Development for the N. C. Rural Center; Vice President, Commercial Development for the N. C. Community Development Initiative; Associate Relationship/Portfolio Manager at Wachovia Bank; Director, Inner City Development at the Charlotte Chamber of Commerce; and Adjunct Instructor in Community Economic Development at Southern New Hampshire University.
Richard received a Master of Business Administration degree from Kenan-Flagler Business School (University of North Carolina - Chapel Hill) in 1994 and a Bachelor of Science in Electrical Engineering from Tennessee Technological University in 1990.
Richard’s accomplishments include numerous honors and achievements, namely: William C. Friday Fellowship for Human Relations fellow – Wildacres Leadership Initiative; Urban Enterprise Corps member – Kenan Institute for Private Enterprise at the University of North Carolina at Chapel Hill; INROADS, Inc., alumnus - Nashville, TN affiliate; and author of two books, CED 101: A Primer for Identifying and Effectively Addressing Community Needs and Grow Rich in Christ.
Projects
C2 Contractors LLC began its work to improve HUB participation outcomes in 2000 with research that was performed in partnership with Guilford County Schools. Since then, C2 has had several successful engagements with a number of other entities (examples provided below):
Guilford County Schools - 2020 School Bond Program
Description: Acquisition/construction of new school facilities, improvement/expansion of existing school facilities, acquisition/installation of furnishings and equipment and acquisition of land for future projects.
Management Entity: C2/HICAPS (51% Minority-owned)
Dollar Amount: $600+ million
HUB Participation (2021-22): 2.1% (system-wide)
HUB Participation (Bond Program): 36% (65% during pre-construction/design phases)
